1.01.01 Legislative Branch Inquiries

 

RESPONSIBLE CITY AGENCY:         Mayor’s Office

1.      General

 

1.1   The Executive Branch will respond to inquiries from the City Council in a timely and expeditious manner.

 

1.2   City employees should refer City Council inquiries about the following matters to the Mayor’s Office:

 

A.    Inquiries about revenue or budget items;

B.    Inquiries about intergovernmental relationships;

C.    Executive/legislative relationships;

D.    Implementation of Council priorities as established by ordinance or resolution;

E.     Inquiries for operational data that require extensive research or preparation;

F.     Inquiries about the status of specific projects that involve the efforts of multiple departments;

G.    Inquiries relating to non-routine delivery of services (those services not routinely provided upon request to any citizen, specifically designated by law or ordinance to be performed, or authorized by City policies or procedures);

H.    Inquiries on City policies and procedures;

I.     Inquiries about City-wide plans for specific action;

J.     Requests for Executive Branch recommendations on required or contemplated Council actions;

K.    Responses to all other non-routine requests.

 

1.3   City employees should refer City Council inquiries about the following matters to a Department Director:

 

A.    Inquiries for factual operational data not requiring extensive research or preparation;

B.    Inquiries about the status of specific work projects for which the department is responsible;

C.    Information about the department’s policies and procedures;

D.    Complaints from Council Members or their constituents about department/employee actions;

E.     Routine requests for delivery of services by the responsible department;

F.     Routine requests for reports or assessments of problem areas or conditions including alternative suggestions for solution.

 

1.4   If a Department Director receives a request from a Council Member of Council staff which requires extensive resources to complete, or may affect Executive city-wide policy or jeopardize certain areas of operation due to confidentiality, the request should be forwarded to the Mayor’s Office.
