1. General

 

1.1        Definitions

 

A. Phase I:  An environmental report completed according to ASTM standards to determine the history and potential environmental risk of a property and the surrounding area.

 

B. Phase II: A sampling protocol to test soils and groundwater at properties identified as a potential environmental risk, either after a Phase I assessment, or due to other knowledge of the history of the property.

 

1.2        Environmental Site Assessments (Phase I and/or Phase II) must be completed before:

 

A. Property is purchased by the city;

 

B. Property is sold by the city;

 

C. The approval of new industrial or housing developments; or

 

D. Right-of-ways are acquired.

 

1.3        The Sustainability Director, Airport Director, Public Utilities Director, as applicable, or their designee(s) will determine the type of site assessment required.  A site assessment exemption may be granted due to property size and/or location.

 

1.4        City-contracted environmental consultants will complete assessments for property purchased or sold by the city. 

 

1.5        All Phase I assessments, Phase II work plans, and reports must be reviewed and approved by the Sustainability Director, Airport Director, Public Utilities Director, as applicable, or their designee(s).
