Procedure 2 – Hiring Above Guideline (See chart on Page 1.)

 

Required:  Candidate must have advanced skills and experience relevant to the job requirements and the City’s needs. 

 

1.   Division Manager e-mails Department Director requesting exception and stating business justification, with copy to the City’s Compensation Program Administrator and requesting department’s Human Resource Consultant.  Request must state why a lesser rate is unacceptable or another candidate is not an option. 

 

2.   If Department Director approves the request, forwards it (along with basis for approval) to Management Services Director or mayoral designee with copy to Compensation Program Administrator and the requesting department’s HR Consultant.

 

3.   Management Services Director or mayoral designee consults with Compensation Program Administrator regarding the merits of the request and/or additional information needed.

 

4.   After reaching conclusion in Step 3, Management Services Director or mayoral designee responds to requesting Department Director and copies Compensation Program Administrator and requesting department HR Consultant with approval or denial.

 

5.       Requesting Department Director copies requesting Division Manager with approval or denial and, if approved, requesting department’s payroll preparer.
