     The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, July 12, 2011 at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State.

 

     The following Council Members were present:

 

Carlton Christensen     Van Turner         Stan Penfold

Luke Garrott            J T Martin

    

The following Council Members were absent:

 

     Søren Simonsen     Jill Remington Love

 

Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; David Everitt, Mayor’s Chief of Staff; and Chris Meeker, City Recorder; were present.

 

     Councilmember Penfold presided at and Councilmember Turner conducted the meeting.

Councilmember Garrott moved and Councilmember Christensen seconded to approve the Salt Lake City Council minutes for June 7, 2011 and June 14, 2011, which motion carried all members present voted aye.

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7:12:34 PM

 

     Councilmember Christensen asked Mr. Everitt to extend thanks to Tilitha Day of the Gallivan Center for the 4th of July event and the Veterans benefit signup.

 

     Councilmember Garrott asked Mr. Everitt if the Mayor’s Office had more complaints about the use of private fireworks after the recent legalization this year.  Mr. Everitt said more people and their dogs were hearing fireworks night after night and complaints were increasing.  He said they would be looking at private fireworks in public places.

 

     Councilmember Turner said the fireworks at Jordan Park were successful on the 4th of July.  He said the Art Festival was the best in the Country. 

 

COMMENTS TO THE CITY COUNCIL 7:17:22 PM

 

     Amir Cornell spoke regarding parking problems in Salt Lake City.

 

NEW BUSINESS 7:20:34 PM

 

     #1. Adopting a resolution to accept the bids for purchase of materials and construction work and to authorize execution of a construction contract for the construction of street and pedestrian lighting improvements along North Temple from 600 West to Redwood Road. (Special Assessment Area Nos. LC-109017 and M-109018.  View Attachments

 

     Councilmember Christensen moved and Councilmember Penfold seconded to suspend the rules and adopt Resolution 23 of 2011, which motion carried, all members present voted aye.

CONSENT AGENDA 7:22:09 PM

 

Councilmember Garrott moved and Councilmember Penfold seconded to adopt the Consent Agenda, which motion carried, all members present voted aye.

 

     #1. RE:   Approving the appointment of Elizabeth MacGregor to the Sugar House Park Authority for term extending through May 12, 2015.

     #2.  RE:  Approving the appointment of Michael Mamo to the Housing Authority for a term extending through October 1, 2015.

RE:   Confirming the date of July 19, 2011 at 7:00 p.m. to accept public comment regarding three ordinances enacting Chapter 5.09 of the Salt Lake City Code, relating to false fire alarms and establishment of fire watches. False and/or nuisance alarms are characterized as alarms activated through monitored fire alarm systems that are caused by negligence or the intentional misuse of the system, mechanical failure, lack of proper maintenance or any other response not caused by heat, smoke, fire or low water and result in a response from the Fire Department.
